② The operator publicly solicits communication tower manufacturing enterprises through bidding according to the construction plan and drawings provided by the design institute;
③ After winning the bid, the communication tower manufacturer will manufacture the tower body and corresponding parts according to the plan and drawings, and be responsible for delivering the products to the communication tower construction site designated by the operator;
④ The operator entrusts the communication tower factory or the installation company to be responsible for the installation, commissioning and inspection of the tower body.
